Moisture-affected plaster can contain salts and may have lost adhesion. Where required by the specification, it is removed so the masonry can be treated and reinstated with a suitable system.
Peeling decoration at low level can be a symptom, but plumbing leaks, penetrating moisture, condensation and bridged damp-proof courses can look similar. The cause should be investigated before treatment.
